G7 leaders in their recent Clean Energy Economy Action Plan emphasized the need to align trade policies with climate goals and opportunities for international cooperation to open new doors for more inclusive cooperation with other nations and the private sector on Industrial decarbonization, referring often to the World Trade Organization (WTO).
The European Union and United States’ announcement in late 2021 to negotiate a Global Arrangement on Sustainable Steel and Aluminum provided a window of opportunity for the transatlantic relationship to bolster the momentum of and discover alternative pathways to industrial decarbonization. Since then, industrial decarbonization and climate-aligned trade continues to be at the forefront of the decarbonization agenda given the sector’s high emissions intensity and role in the global trade economy. As the end of the two-year negotiation period approaches, global coordination between governments to incentivize the production of low-carbon industrial materials remains to be seen. Positively, multilateral organizations, non-profits, and the private sector have pressed forward to propose standards and methodologies to incentivize the production for low-carbon steel.
How can the G20, Clean Energy Ministerial, WTO, International Energy Agency, OECD, COP28 and other forums support industrial decarbonization and climate-aligned trade? How can G7 members collaborate with India and emerging economies on industrial decarbonization and climate-aligned trade? Can the WTO develop major new proposals before its 13th Ministerial Conference (MC13) in February 2024?
